Our mission and history
The Equality Coalition was founded in 1996 by community and voluntary sector organisations and trade unions. It was instrumental in putting equality at the forefront of the agenda at that time, specifically in relation to Policy Appraisal and Fair Treatment (PAFT), the Good Friday/Belfast Agreement, and the aforementioned NI Act 1998.

Meet the Equality Coalition team
The Equality Coalition is co-convened by the Committee on the Administration of Justice (CAJ) and the trade union UNISON.
Equality Coalition Co-Convenors
Patricia McKeown
Patricia McKeown is Northern Ireland Regional Secretary of the Public Service Union UNISON, the largest trade union in the UK. Patricia has held a wide range of elected positions within the Irish Congress of Trade Unions including Chairperson of its Northern Committee 2005-07 and President of the all Ireland body 2007-09. She is currently an elected member of both the NI Committee and the Executive Council of ICTU.
She served for 8 years as an appointee of both the Irish Government and then the Northern Ireland Assembly on the cross-border trade body Intertrade Ireland, established under Strand 2 of the Good Friday Agreement. She is currently appointed as a worker representative for Ireland on the European Economic and Social Committee.
Patricia has pioneered a range of health partnership initiatives with employers in both the public and private sector, including international initiatives with unions and employers in the US. She has been a member of number of civil society, equality and human rights international delegations over the past 20 years, seeking support for the completion of the NI Peace Agreement and in particular the necessity for the UK Government to deliver on its commitment for an inclusive and enforceable Bill of Rights for Northern Ireland.
Daniel Holder
Daniel Holder has been the Director of the Belfast-based human rights NGO, the Committee on the Administration of Justice (CAJ) since April 2023, having previously been the organisations Deputy Director since 2011. Prior to this, he worked in the Northern Ireland Human Rights Commission in Belfast, ran a migrant worker equality project in county Tyrone and worked as a linguist in Havana, Cuba. He has a primary degree in Spanish and Sociology and an LLM in Human Rights Law, both from Queen’s University Belfast.

Dara Keeve
Dara is a Policy and Legal Officer for the Equality Coalition. Dara is also a board member of the Northern Ireland Anti-Poverty Network and Comhairle na Gaelscolaíochta. Her areas of work include language rights, democratic governance, anti-poverty and Section 75. Dara has a primary degree in French and Irish and a LLM in Human Rights Law, both from Queen’s University Belfast. She has previously worked in public affairs.

The Committee on the Administration of Justice
The Committee on the Administration of Justice (CAJ) is an independent, non governmental, human rights organisation based in Northern Ireland. It works to promote and protect human rights and equality through research, policy advocacy, strategic litigation, and engagement with domestic and international human rights mechanisms. CAJ monitors the implementation of human rights standards, responds to legislative and policy proposals, and works in partnership with civil society and affected communities to advance accountability, equality, and the rule of law.
